Please tell me, is it possible to add a player to some kind of blocking list so that he will not be able to log into the server in future races?
Or can this only be done when the pilot is on the server?

Yes the AC server does have a block list. In ACSM v2 you can access it from the Server → Block List page in the UI (screenshot below).
In ACSM v1 there is a similar page, although it is accessed from Server → Blacklist and is a more simple input.
If not using the Manager you can instead create a blacklist.txt file, in the same folder as the server executable.

Ah sorry, this section of the Forum is for the original Assetto Corsa game, not Assetto Corsa Competizione, my original answer was for that simulator.

I’m afraid the ACC server itself does not offer any way to permanently ban a certain driver.
There are a few alternative options, for example you could use a locked Entry List or set a server password.
You could also look at setting stricter Racecraft and Safety requirements, often drivers that behave badly in online servers will have a low safety rating.
Outside of that the only options are admin commands sent via the ingame chat, as documented here: Server Configuration - ACC Wiki (Unofficial).
The /ban command will prevent a driver from joining the server until it is restarted, but again it is not a permanent ban.
