Please help me figure out how to enable one mandatory pit stop with refueling and tire changes? I enabled the necessary options but they simply do not work, restarting the server does not help.

These options are all within the “Event Rules” section of the race form, which is only active if the server is in “private multiplayer”. It looks like the section has a red border around it at the moment, which suggests your event config results in the server being in “public multiplayer”, and so these options won’t apply.
To get them to work you’ll need to make the server private, either by setting a password or by turning off Register To Lobby.
