How can we change penalties on the server?
EX: DT for Time penalty.

As far as I know, it is not possible to change penalty types in the Assetto Corsa Competizione server, they are locked by the server itself and not configurable.
You can configure some Event Rules in the race form in ACC Server Manager that change when a penalty is given, but not the penalty type itself.
